Fr. Z has an article concerning the norms laid down by the Archbishop of Cincinnati for priests who want to say the extraordinary form of the mass.

The Archbishop’s instruction is full of the usual party line rewordings of the motu proprio. The extraordinary thing, though, is that His Excellency has actually formed a committee to examine priests who want to say the older form of the mass so as to assure fitness.

Sounds like a literacy test or a poll tax to me. It reeks of obfuscation and Cooperative Interference.
